Polish Consulting Association seated in Białystok is an association incorporating representatives of consulting and financial entrepreneurships. The association also provides services concerning acquiring European Union Funds and offers its knowledge and experience in operating and implementing projects co-financed by the European Union.

Initiator of the Eastern Construction Cluster

Eastern Construction Cluster

is a project implemented within the confines of Operational Programme Development of Eastern Poland, Priority Axis I: Modern Economy, Measure I.4 Promotion and cooperation, number PO PW 01.04.03-00-028/11.

On 14^th May 2012 Polish Consulting Association in Białystok signed an agreement with Polish Agency for Enterprise Development for the implementation of the Eastern Construction Cluster project. The range of the project covers Eastern Poland region Voivodeships. In the first year of implementation it will incorporate entities from Podlaskie Voivodeship (21) and Warmian-Masurian Voivodeship (2), in the following year there will be also one entity from Lubelskie Voivodeship (the goal is 29 entities from 3 voivodeships). It is also planned to establish cooperation with other networks of cooperation from other regions of the country (not less than 1 cluster).

Eastern Construction Cluster project is complementary to actions performed within the confines of the Business Environment Institutions Cluster – a project coordinated by the Polish Consulting Association – and is also a continuation of promotion of the clustering concept and development of ties between business and science.

Goal and mission of the Eastern Construction Cluster

Providing systematic support to institutions and entrepreneurs operating in the field of construction services by establishing solid grounds for cooperation, creating an innovative network of connections based on the transfer of knowledge, technology and innovative solutions between the members of the Cluster, business environment institutions, research and development entities, research institutions and local governments in order to elaborate a strong competitive position in the field of construction services of the Eastern Poland region, particularly Podlachian, Warmian-Masurian and Lublin Voivodeships.

The main goal will be reached by achieving a number of minor targets:

1. Establishing links between entities of Eastern Poland Region through the creation of the Eastern Construction Cluster,
2. Development of the Eastern Construction Cluster through development of a comprehensive strategy operations and achievement of goals provided in the strategy of operations (1^st cluster development strategy)
3. Development of the Eastern Construction Cluster through development of a comprehensive marketing strategy and achievement of goals provided in the strategy of operations (1^st  marketing strategy)
4. Improvement of performance and increase of innovativeness of cluster affiliates by performing cyclical analytical studies and utilising their results (establishing cooperation between science and economy),
5. Increase of competitiveness of cluster affiliates by incorporating new innovative services and products,
6. Promotion of the Cluster and the idea of clustering in Eastern Poland by promotional activities (a periodical publication, promotion with the use of the website, promotional materials, information leaflets, fairs, trade missions, conferences, seminars),
7. Development of the Eastern Construction Cluster by admitting new members representing business environment institutions from any of the Eastern Poland Region Voivodeships and establishing cooperation with other cooperation networks in the country.

Activities of the Eastern Construction Cluster

Beside typically organisational matters, i.e. establishing Cluster’s office and handling administrative matters, these are also actions aimed at:

1. Promoting the Cluster and its members;
2. Organising conferences, seminars, trade missions, exhibitions, fairs;
3. Performing science researches and preparing applications for co-financing from European Funds, public funds and from outside sources, for development, science, promotion and training projects;
4. Creating a platform for exchange of information between members of the Cluster assisting in promotion of the region, entrepreneurs and their services;
5. Promoting broadly defined cooperation between Cluster affiliates in the scope of their services and products;
6. Establishing  and developing contacts with other clusters, institutions and organisations outside of Cluster’s field of operation to provide their employees access to most recent achievements of knowledge and technology;
7. Participation in public consultation and delegating representatives to advisory bodies operating at administrative bodies and institutions;
8. Planning and coordinating joint projects of the Cluster, providing opinions and recommendations for projects and enterprises realised by Cluster affiliates.
9. Publishing activity in the scope of publishing specialised information and advertisement materials.
